01 - Rinse the rice under cold running water until the water is clear, removing excess starch.
02 - In a medium saucepan over medium heat, warm the olive oil. Add the rice and sauté, stirring often, for 2 minutes until lightly toasted.
03 - Pour in the water and salt. Bring to a boil, then reduce the heat to low, cover with a lid, and simmer for 15 minutes or until the rice is tender and liquid is fully absorbed.
04 - Remove the saucepan from heat and keep covered. Let the rice rest undisturbed for 5 minutes.
05 - Fluff the rice gently with a fork. Stir in the lime zest, lime juice, minced garlic if desired, and chopped cilantro until evenly incorporated.
06 - Taste and adjust the salt or lime to preference. Serve the rice warm as a side.
